NATO in Kosovo – Failed peacekeeping

“If a UN operation had gone this wrong from the beginning, if the mandate had been violated to this extent, politicians, diplomats and media worldwide would have cried ‘Failure!’

But since it is a US-lead NATO operation, independent-minded evaluations and criticism is conspicuously absent from mainstream media and the political discourse. The homogenisation of public opinion with NATO propaganda throughout the Western democracies is disheartening,” says TFF director, Dr Jan Oberg.

 

1. THE NATO DOG WILL WAG THE UN TAIL

While NATO troops have been in Macedonia the last 8 months, only on June 14 could the UN Secretary-General Kofi Annan present a plan for a civil UN administration for Kosova. It puts the EU in charge of reconstruction and gives the OSCE primary responsibility for establishing democratic institutions, organising elections, and monitoring human rights. The UNHCR will take charge of the resettlement of refugees and displaced persons.

The UN Interim Administration Mission in Kosovo (UNMIK) will administer the police, justice, schools, public transport, telecommunications, and power plants. An international police unit of up to 2,000 will oversee the establishment of a Kosova police force. On 12 June, Annan appointed UN Undersecretary-General Sergio Vieira de Mello of Brazil as interim – interim! – special representative.

SC Resolution 1244 consistently mentions “the rapid early deployment of effective civil and security presences” and consistently mentions the two components simultaneously. Reality on the ground is already totally different. Evident for everyone who wants to see, the NATO dog will wag the UN tail as it pleases, in time and in space. And it will take months before the civilians are in place and co-functioning. Remember that it took 5-6 months to get the former OSCE KVM mission of 1200 deployed – only to be forced out due to NATO’s bombing plan.

This is catastrophic. Precisely in this type of conflict, the need for social, village-based security provided by civil police and what the UN used to call ‘Civil Affairs’ staff is absolutely essential. While NATO is simply not trained for this or has any experience in it, the UN an OSCE and civilian NGOs everywhere have.

1. DR. OBERG, HOW DO YOU EVALUATE THE PRESENT SITUATION IN KOSOVA, ESPECIALLY REGARDING THE OSCE OBSERVER MISSION WHICH IS SUPPOSED TO BE ESTABLISHED IN THE NEXT FEW WEEKS?

Compared with one or five years ago, the present situation is worse for all parties. Innocent civilians – about 10% of the Kosovo-Albanians and 10% of the Kosovo-Serbs – have lost their home, belongings, human rights and safety. No politician ever asked them and I am sure they did not want this to achieve any political goal. Second, Serbia/FRY has lost important parts of its control and sovereignty and it has more international interference than ever – what all Serbia was directed out to vote against just a few months ago.

And the Albanians in Kosovo are worse off too – they no longer obtain the sympathy, solidarity and admiration for their nonviolent policies from the world community. Some may value that as irrelevant anyhow, I don’t. With blood on their hands, the political goals and the vision of a independent, peaceful and democratic Kosova is gone. You can’t obtain a good thing by bad means: killing, maiming and terrorising those who disagree with you, also on your own side. No election or referendum was ever held that, directly or indirectly, gave KLA/UCK a mandate to militarize the issue.

Some here will say: “But we had two!” I understand this psychological mechanism, given the politically unwise and untalented policy of repression by Belgrade. But here I want to point out what, in all humility, I consider the “Himalayan mistake” of some Kosovo-Albanians: they believed that the alternative to Dr. Rugova’s somewhat passive and practical policy of nonviolence was armed struggle, killing and all that. The real alternative would have been active and principled nonviolence and training the whole people in this different way of thinking and struggling.

In short: it would have been good if someone in power on either side had read and understood the deep messages of Mohandas K. Gandhi, Martin Luther King, or Dalai Lama – if someone among all your good intellectuals had learned from the nonviolent victories of the European peace movements and Soviet dissidents who, together with Mikhail Gorbachev, dismantled the whole Cold War structure; or had learnt from the Solidarnosc movement in Poland and the Velvet Revolution in Chechoslovakia, from the resistance movement against the Shah of Iran, from the Catholic nuns who lay down in from of Marcos’ tanks in the Philippines etc.

Modern history is full of conflicts at least as bad as that in Kosovo that have been overcome by nonviolence. But – all these issues were never studied, people never educated and trained in nonviolent politics, ethics and methods of struggle. Your alternative schools never trained pupils in thinking this way. So, the shortsighted militarists took the lead. That’s why pragmatic nonviolence of Rugova/LDK was never enough – and was tainted by wishig all the time that the US/NATO should come and do the dirty job for them. [Read more…]

TFF helps Croatia get a US$ 40 million World Bank loan

The World Bank last week approved a DEM 74 million (US$40.6 million equivalent) Reconstruction Project for Eastern Slavonia, Baranja and Western Srijem Loan for Croatia. The project area is one of the most fertile parts of the Balkans and prior to the war, was known as the “bread basket” of the region. Due to damage to the extensive flood control and drainage system, much of the agricultural land has become unusable. The project will:

1) Repair and rebuild the flood control and drainage facilities;

2) Clear the landmines left behind in the flood control network;

3) Provide for sound and sustainable environmental management of the adjoining nature reserve at Kopacki rit;

4) Rebuild a partially completed wastewater system in one of the major towns in the area.

The World Bank explains that the project is expected to make a major contribution in stimulating the local economy, thereby creating an incentive for people to return home. It is an important contribution to reconstruction [Read more…]

Kosovo – What  Can Still Be Done?

“Violence closes doors and minds. Good  conflict-resolution opens them. A principled, impartial and  innovative approach is now the only way to prevent a new  tragedy in the Balkans. A limited United Nations presence  could be one element in violence prevention, says TFF  director Jan Oberg. Below you find some examples, developed  by us during our work with the Kosovo conflict since 1991.  We’d be happy to have your comments and your suggestions.”

 “Many things can still be done – but only as long as  there is no, or limited, violence. When violence is stepped  up, opportunities for genuine solutions diminish. Governments and citizen around the world can take impartial  goodwill initiatives, for instance:

A hearing in the United Nations General  Assembly. We need to get the facts on the table,  presented by impartial experts as well as by the parties  themselves; listen actively to them for they have  interesting arguments and question their positions, activities and policies.

Meetings all over Europe with various  groups of Serbs and Albanians to discuss their problems.  Governments and NGOs can provide the funds, the venues and  the facilitators.

Send a high-level international delegation of  “citizens diplomats” to Belgrade and Kosovo and have it  listen and make proposals on the establishment of a permanent dialogue or negotiation process but not on what  the solution should be.

A Non-Violence Pact. Pressure must be  brought to bear on all parties to sign a document in which  they solemnly declare that they will unconditionally refrain  from the use of every kind of violence against human beings  and property as part of their policies. [Read more…]

Conflict and reconciliation in the schools of Eastern Slavonia

The UN is needed there in the future

Summary

A United Nations mission consisting of Civil Affairs and Civil Police should remain in Eastern Slavonia, Baranja and Western Sirmium in the Republic of Croatia, after its mandate expires on January 15. UNTAES, the present mission, has achieved impressive results within its very short period of work.

However, vital work remains to be done to provide psychological security, reconciliation and the provision of socio-economic development and equal rights and opportunities for all citizens.

The OSCE, UN as well as international and local NGOs should now give priority to the psycho-social aspects of re-integration. Otherwise many Serbs may leave and Croats not return. If so, the UN and the Croatian government will have failed and we shall witness yet another refugee catastrophe in the Balkans.

UNTAES had asked TFF to analyse and help mitigate conflicts in the school sector of the region.

We conclude that there are still serious problems concerning minority rights, democracy and participation, language and biased textbooks, teachers’ security and overall psychological well-being. More funds are also needed for reconstruction and employment-creation to secure the desired two-way return of Croats and Serbs to where they lived before the war.

There are very few signs of forgiveness. There is a serious feeling of frustration, insecurity and hurt amongst Serb teachers, students and their parents that needs urgently to be addressed. Even young Serbs who are Croatian citizens and want to stay are highly uncertain about their future.

These problems are not insoluble if future missions focus clearly on the human dimensions of reconciliation and long-term community- and peacebuilding and their staff be selected accordingly.
